What is the best video editing program for noobies like myself?

I am part of HOSA, the Health Organization Students of America, and we have to make a PSA, or public service announcement based on a theme assigned by HOSA people. Basically we need to make an amateur video. What is the best program that we can use to edit our videos and add good music, beats, and sounds and is usable by noobies like us. Thanks.
